Saving a plant

We have this Chamaecyparis we are trying to nurture it back to health.

 

It's about 7 to 8 years old and we are not sure what happened to it since we have .rented our property for about 3 years (it looks like lack of care).

 

Can we trim the damaged part this time of the year? Is it still savable?
