These caterpillers are on my sister-in-laws tri colored birch tree. She hasn't seen any damage. But is worried they will. Does anyone know what the caterpillers are?

I just installed plastic fence netting around my vegetable garden to keep out deer. Any suggestions on how to keep out the rabbits along the bottom?
